Judge of the Constitutional Court of the Republic of Belarus Leonid M. Ryabtsev
Born in 1955 in the village of Aleksandrovka, the Shklov district, the Mogilev region.
 
In 1982 graduated from Law Faculty of the Belarusian State University.
 
In 1981 joined the bodies of internal affairs, held various leading positions in the Central Office of the Ministry of Internal Affairs of the Republic of Belarus. Worked at the Academy of the Ministry of Internal Affairs of the Republic of Belarus, where filled different posts starting from a lecturer up to the First Deputy Chief of the Academy.
 
In 1990 defended a Candidate thesis in the Academy of the Ministry of Internal Affairs of the USSR in Moscow, in 2001 − a Doctor thesis in the Institute of State and Law of the National Academy of Sciences of Belarus. Has an academic title of professor.
 
Since 2003 − a lecturer in the Belarusian State Economic University, Head of the Department of Theory and History of Law. Since March 2005 − Dean of the Law Faculty of this University.
 
Since December 2007 − Judge of the Constitutional Court of the Republic of Belarus.
 
Author of more than 170 scientific publications in the field of administrative, financial and information law, theory of law and public administration.
 
He has been assigned the highest qualification class of the 2nd rank. Honoured Lawyer of the Republic of Belarus. Awarded with the medals “For Honourable Service” of 3rd and 2nd classes, the Medal “For Labour Merits” (2019).
