The judges of the Constitutional Court of the Republic of Belarus took part in the scientific and practical Seminar "Constitution and other sources of law: subordination and problems of law application" that was held on 16-17 February 2007 in Minsk. Grigory A. Vasilevich, the Chairman of the Constitutional Court of the Republic of Belarus, made the report on the subject of "Acts of bodies of the judiciary: role and place in national legal system". Nokolai S. Bondar and Gadis A. Gadzhiev, the judges of the Constitutional Court of the Russian Federation, also took part in the Seminar.

The participants of the Seminar - scientists and practitioners, representatives of the juridical community of Belarus - discussed both theoretical aspects of Belarusian legislation and problems of enforcement of normative legal acts, including the problems of enforcement of acts of the highest bodies of the judiciary. In the opinion of a number of speakers, the judicial precedent exists actually in legal reality. Judicial precedents often fill in the gaps in the legislation, they shall be the product of activities of the courts of common law and economic courts and have by-law nature.

The Seminar was organized by the Law Faculty of Belarusian State University in co-operation with London South Bank University.
