The international scientific and practical conference “Use of international instruments for protecting individual rights, freedoms and legitimate interests through the national legislation and the right to legal defence in Belarus: challenges and outlook” was held on 24 April 2008. The conference was organized by the Constitutional Court of the Republic of Belarus in cooperation with the European Commission for Democracy Through Law (Venice Commission) with participation of the Ministry of Foreign Affairs of the Republic of Belarus and the Slovak Embassy in the Republic of Belarus (within the Framework of the Slovak chairmanship of the Committee of Ministers of the Council of Europe). In the conference took part the Secretary of the Venice Commission Mr. Gianni Buquicchio, other members of the Venice Commission, Judges of the Constitutional Court of the Slovak Republic as foreign visitors, and also the Charge d'Affaires ad interim of the EC Delegation to Belarus Mr. Jean-Eric Holzapfel.
Problems of use of the international legal acts in the national legislation, issues of realization of the right on the legal defence, problems of accessibility to justice and terms of the consideration of cases connected with defence of the human rights, peculiarities of the competence of bodies of constitutional control, problems of equality of the national diasporas rights and other issues were discussed by participants of the conference: Judges of the Constitutional Court of the Republic of Belarus, Belarusian and foreign experts, representatives of state bodies, scientists and practitioners.
Summing up the conferences, the Chairman of the Constitutional Court of the Republic of Belarus Petr P.Miklashevich underlined that at the conference the constructive dialog took place, concrete suggestions on the improvement of the mechanism of use international legal acts in the law-making process and law-enforcement practice were expressed by the participants.
The Secretary of the Venice Commission of the Council of Europe Mr. Gianni Buquicchio confirmed readiness to cooperate with Belarus to finish construction of the Common European Home. At the same time in the closing speech he remarked the open atmosphere of the conference, the fruitful exchange of opinions and proposed the topics for new joint forums in the near future. In his opinion, such conferences testify the desire to develop our relations and promote Belarus to become a member of the Council of Europe.
