On 15 March 1994 the Constitution of the Republic of Belarus was adopted – the Basic Law of a sovereign and independent state – which determined the path of development of our country as a democratic social state based on the rule of law.
The changes made to the Constitution at republican referendums in 1996, 2004 and 2022 are aimed at further stable and dynamic development, effective functioning of the system of government bodies, strengthening the sovereignty and independence of the Republic of Belarus.
The people, being the sole source of state power and the bearer of sovereignty, expressed their political will in relation to constitutional reforms at nationwide referendums, thereby ensuring evolutionary state building in Belarus without social turbulence and revolutionary changes (from the interview of Chairman of the Constitutional Court of the Republic Belarus Petr Miklashevich to the newspaper “SB Belarus Segodnya”).
