On 31 January 2024 Chairman of the Constitutional Court of the Republic of Belarus Petr Miklashevich met with students and lecturers of the Belarusian National Technical University and spoke on “Constitutional Development: Constitutional Rights and Duties of Youth”

During the meeting, the Chairman of the Constitutional Court noted that the changes made to the Constitution at the 2022 republican referendum are aimed at strengthening the constitutional framework for regulating the democratic structure of society and the state, the system of state power, the interaction of the individual, society and the state, and represent a strategic guideline for future development of Belarus.

Addressing students, young citizens of our country, Petr Miklashevich noted that they are currently exercising the constitutional right to education in accordance with Article 49 of the Constitution, which provides:

everyone's right to education;

guarantee for accessible and free general, secondary and vocational and technical education;

accessibility of secondary specialised and higher education for everyone in accordance with the capabilities of each individual; appropriate education free of charge at state education institutions on a competitive basis.

It was also noted that in the 21st century, further scientific and technological progress, the development of the country’s innovative economy are based on a high level of intelligence, and therefore, according to the new Article 321 of the Constitution,  the State shall contribute to the spiritual, moral, intellectual and physical development of young people, realisation of the youth potential in the interests of the society.

Petr Miklashevich emphasised that the updated Constitution, while maintaining social guarantees of the rights of individuals, at the same time provides for strengthening their social responsibility.

Article 21 of the Constitution, which provides that everyone has the right to a decent standard of living, including appropriate food, clothing, housing and a continuous improvement of conditions necessary to attain this, is supplemented by the provision that everyone shall demonstrate social responsibility, make feasible contribution to the development of the society and the State.

During the meeting, the attention of those present was drawn to the fact that preservation of the historical memory of the heroic past of the Belarusian people, patriotism shall be duty of every citizen of the Republic of Belarus. This addition to Article 54 of the Constitution is due to the need to establish the most important constitutional guideline for state policy to promote a sense of responsibility for the present and future of our country among young people.

The Chairman of the Constitutional Court noted that, in general, the updated Constitution establishes a more active involvement and direct participation of individuals in governing the country, meets the urgent needs of society, meets the strategic goals and objectives of the state, and ensures the continuity and sustainability of the constitutional and legal development of our country.

At the end of the meeting, Petr Miklashevich drew attention to the fact that on 25 February 2024 a single voting day will be held in our country and expressed confidence in the active participation of young people in the exercise of their most important constitutional right – participation in the elections of deputies of the House of Representatives and local Councils of Deputies.
