Deputy Chairwoman of the Constitutional Court of the Republic of Belarus Natallia Karpovich took part in the I Congress of the Eurasian Association of Constitutional Review Bodies “The Supremacy of the Constitution as the Basis of State Sovereignty, Sustainable Development, Lawfulness and Law and Order, Protection of Human Rights”, organised by the Constitutional Court of the Republic of Kazakhstan on August 25, 2023

The Congress was attended by judges of the constitutional courts of Azerbaijan, Armenia, Belarus, Russia, Tajikistan, Uzbekistan and other countries, as well as judges of the Court of the Eurasian Economic Union, representatives of state bodies of Kazakhstan, well-known legal scholars.

The participants discussed the issues of the supremacy of the Constitution, protection of the constitutional rights and freedoms of citizens, and how the efficiency of constitutional review may be increased in modern conditions.

Natallia Karpovich made a presentation on “Current Development of the Powers of the Constitutional Court to Ensure the Supremacy and Direct Effect of the Constitution of the Republic of Belarus”. She noted that the contribution of the Constitutional Court progressively grows as regards the protection of the constitutional system, the rights and freedoms of man and citizen guaranteed by the Constitution, ensuring the supremacy of the Constitution and its direct effect. The participants were informed about the new powers of the Constitutional Court, established in the updated Constitution, aimed to increase the efficiency of preliminary and subsequent review of the constitutionality of normative legal acts. The speaker also outlined the institution of constitutional complaint and the evolving role of the Constitutional Court as a constitutional arbiter in the system of state power.
