Karpovich N.A. Judicial Constitutional Review in the State-Legal Mechanism: Formation, Functioning and Development in Modern Conditions The article studies the legal aspects of the formation, functioning and development of constitutional review in the state-legal mechanism for protecting the Constitution of the Republic of Belarus, ensuring the exercise of the constitutional rights and freedoms of individuals and compliance of the activities of all state bodies and officials with the Constitution. The author gives a detailed analysis of the consistent development of the powers of the Constitutional Court of the Republic of Belarus at various stages of development of the Belarusian state and law. The conclusion is made that the provisions of the Constitution of the Republic of Belarus on judicial constitutional review ensure the functioning of an integral and continuous system of constitutional review in the state and are in line with the modern period of state-legal construction and social development of Belarus. |

The author analyses such concepts as security, constitutional security, national (state) security, public security, personal security. It is noted that constitutional security is the integrating concept of the security of the person, society and the state. The article presents legal positions of the Constitutional Court related to constitutional security. |
Voronovich T.V. Constitutional Complaint in the Human Rights Protection System The article studies the place and role of the constitutional complaint in the system of protection of constitutional human rights and freedoms, its types and essential characteristics; the experience of the institution of individual constitutional complaint in foreign countries is analysed. The author gives reasons for proposals to elaborate a legal mechanism for enshrining the institution of a constitutional complaint in the legislation of the Republic of Belarus. |
