On 5 and 7 May 2020, by virtue of Article 116.1 of the Constitution of the Republic of Belarus, Article 22.3.2 of the Code of the Republic of Belarus on Judicial System and Status of Judges, Article 98 and Article 101.1 of the Law of the Republic of Belarus “On Constitutional Proceedings”, the Constitutional Court of the Republic of Belarus considered the constitutionality of the following laws of the Republic of Belarus in the exercise of the obligatory preliminary review, adopted by the House of Representatives and approved by the Council of the Republic of the National Assembly of the Republic of Belarus:
“On Amnesty in Connection with the 75th Anniversary of the Victory in the Great Patriotic War of 1941-1945” (reporting judge – Stanislav Danilyuk);
“On Making Amendments to the Law of the Republic of Belarus “On the Belarusian Red Cross Society” (reporting judge – Sergei Chigrinov);
“On Making Amendments to the Law of the Republic of Belarus “On Medicines” (reporting judge – Viktor Ryabtsev);
“On Making Amendments to the Law of the Republic of Belarus “On Livestock Breeding in Animal Husbandry” (reporting judge – Anatoly Tikovenko);
“On Making Amendments to the Law of the Republic of Belarus “On Prevention of Money Laundering, Terrorist Financing and Financing of Proliferation of Weapons of Mass Destruction” (reporting judge – Stanislav Danilyuk).
Based on the results of consideration the said laws were recognised to be conforming to the Constitution of the Republic of Belarus. At the same time the Constitutional Court stated its legal positions aimed to clarify the constitutional and legal meaning of certain provisions of the reviewed laws.
