On 31 October – 1 November 2019, by virtue of Article 116.1 of the Constitution of the Republic of Belarus, Article 22.3.2 of the Code of the Republic of Belarus on Judicial System and Status of Judges, Articles 98 and 101.1 of the Law of the Republic of Belarus “On the Constitutional Proceedings” in the exercise of obligatory preliminary review the Constitutional Court of the Republic of Belarus considered the constitutionality of the following laws of the Republic of Belarus, adopted by the House of Representatives and approved by the Council of the Republic of the National Assembly of the Republic of Belarus:
“On Making Amendments to the Law of the Republic of Belarus “On Natural Monopolies” (reporting judge – Tatyana Boiko);
“On Making Amendments to the Criminal Code of the Republic of Belarus” (reporting judge – Stanislav Danilyuk);
“On Making Amendments to the Law of the Republic of Belarus “On Psychiatric Care” (reporting judge – Leonid Ryabtsev);
“On Making Amendments to the Law of the Republic of Belarus “On Ensuring the Uniformity of Measurements” (reporting judge – Tatyana Boiko);
“On Making Amendments to the Law of the Republic of Belarus “On Fire Safety” (reporting judge – Stanislav Danilyuk);
“On Making Amendments to the Law of the Republic of Belarus “On Legal Regime of Territories Affected by Radioactive Contamination as a Result of the Chernobyl Disaster” (reporting judge – Anatoly Tikovenko).
Based on the results of consideration the said laws were recognised to be conforming to the Constitution of the Republic of Belarus. At the same time, the Constitutional Court stated its legal positions aimed to clarify the constitutional and legal meaning of certain provisions of the reviewed laws.
