In the exercise of obligatory preliminary review the Constitutional Court of the Republic of Belarus considered the constitutionality of the laws of the Republic of Belarus
On 8–10 July 2019, by virtue of Article 116.1 of the Constitution of the Republic of Belarus, Article 22.3.2 of the Code of the Republic of Belarus on Judicial System and Status of Judges, Article 98 and Article 101.1 of the Law of the Republic of Belarus “On the Constitutional Proceedings” in the exercise of obligatory preliminary review the Constitutional Court of the Republic of Belarus considered the constitutionality of the following laws of the Republic of Belarus, adopted by the House of Representatives and approved by the Council of the Republic of the National Assembly of the Republic of Belarus:
 
“On Amnesty in connection with the 75th Anniversary of the Liberation of Belarus from the Nazi Invaders” (reporting judge – Stanislav Danilyuk);
 
“On Making Amendments to Laws on the Effective Functioning of the State’s Military Organisation” (reporting judge – Stanislav Danilyuk);
 
“On Approval of the Report on the Execution of the Republican Budget for 2018” (reporting judge – Liliya Kozyreva);
 
“On Approval of the Report on the Execution of the Budget of the State Extra-Budgetary Fund of Social Protection of the Population of the Republic of Belarus for 2018” (reporting judge – Liliya Kozyreva);
 
“On Making Amendments to the Law of the Republic of Belarus “On State Awards of the Republic of Belarus” (reporting judge – Leonid Ryabtsev);
 
“On Making Amendments to the Criminal Code of the Republic of Belarus” (reporting judge – Tadeush Voronovich);
 
“On Making Amendments to the Law of the Republic of Belarus “On Countering Extremism” (reporting judge – Stanislav Danilyuk);
 
“On Making Amendments to the Law of the Republic of Belarus “On Auditing Activities” (reporting judge – Viktor Ryabtsev);
 
“On Making Amendments to Certain Codes” (reporting judge – Viktor Ryabtsev);
 
“On Making Amendments to Certain Laws” (reporting judge – Leonid Ryabtsev);
 
“On Making Amendments to Certain Laws” (reporting judge – Olga Sergeeva).

Based on the results of consideration the said laws were recognised to be conforming to the Constitution of the Republic of Belarus. At the same time, the Constitutional Court stated its legal positions aimed to clarify the constitutional and legal meaning of certain provisions of the reviewed laws.
