In the exercise of obligatory preliminary review the Constitutional Court of the Republic of Belarus considered the constitutionality of the laws of the Republic of Belarus «On the Republican Budget for 2016», «On Public and Private Partnership», «On Making Alterations and an Addendum to the Law of the Republic of Belarus «On the Support for Small and Medium Enterprise» and others.
On 24 December 2015 by virtue of Article 116.1 of the Constitution of the Republic of Belarus, Article 22.3.2 of the Code of the Republic of Belarus on Judicial System and Status of Judges, Article 98 and Article 101.1 of the Law of the Republic of Belarus «On the Constitutional Proceedings» in the exercise of obligatory preliminary review the Constitutional Court of the Republic of Belarus considered the constitutionality of the following laws of the Republic of Belarus adopted by the House of Representatives and approved by the Council of the Republic of the National Assembly of the Republic of Belarus:

«On the Republican Budget for 2016» (reporting judge – Tatyana S. Boiko);

«On Public and Private Partnership» (reporting judge – Liliya G. Kozyreva);

«On Making Alterations and an Addendum to the Law of the Republic of Belarus «On the Support for Small and Medium Enterprise» (reporting judge – Liliya G. Kozyreva);

«On the Budget of the State Non-budgetary Fund of Civil Aviation for 2016» (reporting judge – Valentina V. Podgrusha);

«On the Budget of the State Non-budgetary Social Protection Fund of the Republic of Belarus for 2016» (reporting judge – Liliya G. Kozyreva);

«On the Budget of the State Non-budgetary Fund of the Department of Corrections of the Ministry of Internal Affairs of the Republic of Belarus for 2016» (reporting judge – Leonid M. Ryabtsev).

Based on the results of consideration the laws were recognised to be conforming to the Constitution of the Republic of Belarus. At the same time the Constitutional Court stated its legal positions aimed to clarify the constitutional and legal meaning of certain provisions of the laws.
