The judge of the Constitutional Court of the Republic of Belarus Sergei Chigrinov took part in the Vth International Congress of Comparative Law “Constitutional Reforms of XXI Century: New Horizons” which was held on 1-2 December 2015 in Moscow (Russian Federation)
The Congress was organised by the Institute of Legislation and Comparative Law under the Government of the Russian Federation with the European Commission for Democracy through Law (Venice Commission).
The Congress was attended by state officials and representatives of leading scientific and educational centres from more than 20 countries as well as representatives of international organisations.
Various aspects of constitutional development in the XXI century were deeply and thoroughly analysed in reports and speeches of the participants of the Congress. In particular, it was noted that the XXI century is marked by large-scale constitutional reforms which affected all regions of the planet, both developing and developed countries. Constitutional reforms are focused on the constitutionalization of social relations aimed at increasing the efficiency of public administration, creation of “the service state” acting primarily in the interests of individuals, formation of the state legal system resistant to the challenges of today's world, increasing the role of constitutional justice in ensuring the human rights and freedoms.
At the plenary session the judge of the Constitutional Court of the Republic of Belarus Sergei Chigrinov made a presentation on “Constitutional Identity and Constitutional Development in the XXI Century” and revealed the specific character of the main social factors affecting the constitutional development and showed the role of the constitutional identity in the modern integration processes.
