The international conference «Constitutional Review: Modern Tendencies of Development and Improvement» on the occasion of the 20th anniversary of the Constitutional Court of the Republic of Belarus took place on 27-28 June 2014 in Minsk
Presidents and judges of constitutional courts and bodies of equal jurisdiction of Armenia, Azerbaijan, Bulgaria, Georgia, Kazakhstan, Latvia, Russia, Tajikistan, Turkey, Venezuela, Vice-President of the European Commission for Democracy through Law (Venice Commission), Presidents of the Economic Court of the Commonwealth of Independent States, theCourt of the Eurasian Economic Community took part in the international conference.
Representatives of state bodies of the Republic of Belarus (Chairman of the Supreme Court, Prosecutor General, Minister of Justice, Deputy Head of the Administration of the President, Director of the National Centre of Legislation and Legal Research), constitutionalists were also among the participants of the conference.
The issues of the role of the constitutional review in current conditions in protection of dignity, human rights and freedoms, tendencies of development of the constitutional justice were discussed in the course of the conference.
The President of the Republic of Belarus Alexander Lukashenko sent greetings to the participants of the international conference.
Welcoming speeches on behalf of the European Commission for Democracy through Law (Venice Commission) by the Vice-President of the Venice Commission Evgeni Tanchev, on behalf of the Conference of Constitutional Control Organs of New Democracy by the President of the Constitutional Court of the Republic of Armenia Gagik Harutyunyan and also by the President of the Economic Court of the Commonwealth of Independent States Ludmila Kamenkova and the President of the Court of the Eurasian Economic Community Mussabek Alimbekov were addressed to the participants of the forum.
Chairman of the Constitutional Court of the Republic of Belarus Petr Miklashevich made a report «Constitutional Review in the Republic of Belarus: Modern Tendencies of Development and Improvement».
When making the summary of the results of the conference Petr Miklashevich expressed confidence that the reports of the participants and the discussions contributed to a better comprehension of the features of development of the constitutional justice, constitutional doctrine, formation of modern constitutionalism. It was also noted that new challenges of the modern world, strengthening of integration processes indicate the need of elaboration of the development strategy of states based on the rule of law and justice taking into account human and national values.
Effective constitutional justice provides for an opportunity for harmonious development of states on the constitutional basis, achievement of the balance of interests of the individual, the society and the state, sustainable and consistent democratic development of our countries.
It is necessary to continue the joint search of new forms and legal mechanisms to improve the effectiveness of the constitutional review by means of progressive ideas, exchange of experience in order to ensure the rule of law, constitutional order, protection of the dignity, human rights and freedoms.
