Chairman of the Constitutional Court of the Republic of Belarus Petr P. Miklashevich participated in the International scientific and practical conference “The Constitution − the basis of social modernization of society and the State”, which was held on August 30-31, 2012 in Astana and Almaty.
The opening of the forum took place on August 30, 2012 in the Palace of Peace and Accord in Astana. It was attended by representatives of the supreme bodies of state power of the Republic of Kazakhstan, foreign constitutional control bodies from 22 countries and international organizations.
The current issues relating to the place and role of the Constitution in the process of modernization of states as a factor of social stability and sustainable development of national economies were discussed at the Conference. The significance of the constitutional revew in human’s rights and freedoms protection, ensuring of observance and development of constitutional rules and principles was underlined.
Chairman of the Constitutional Court Petr P. Miklashevich in his report informed the participants about the role of the constitutional justice for the protection of constitutional values. The Constitutional Court of the Republic of Belarus proceeds from the need to maintain the balance of values and avoid of their diminishing in the legislative process, taking into account both universal human values and European democratic standards as well as national particularities of democratic development and formation of the rule of law state at this stage. It was also underlined that the existence of the general constitutional values is a factor of rapprochement not only of constitutional practice, but also of peoples of different countries, what is important and relevant in light of the integration processes that occur in the post-Soviet and European space.
Exchange of opinions on actual problems of constitutional justice as well as discussion of the prospects for bilateral and multilateral cooperation took place during meetings with colleagues from the constitutional courts and representatives of international organizations.
