Tadeush V. Voronovich. The Constitutional Culture: the Role of Constitutional Justice in Its Shaping

The author of the article analyses the scientific approaches to the definition of «constitutional culture». He argues in favour of the importance of constitutional culture which validates public constitutionalism as a key condition for building a democratic social state based on the rule of law. A particular attention is paid to the role of the Constitutional Court in shaping the constitutional culture in the state and society.

Leonid M. Ryabtsev, Sergei G. Lugovskiy. The Essence of Public Security in the Frame of Its Integrated Approach

The article deals with the essence of public security in the frame of its integrated social, political, legal and theoretical aspects and law-enforcement. In the authors’ opinion the relevant and interactive study following this approach allows to get a complete picture of the social and legal essence of this social and political phenomenon. A definition of «public security» is proposed.

Nina N. Ermolkevich. The Content of the Right to Housing of the Citizens of the Republic of Belarus

The article examines the content of the individual right to housing laid down in Article 48 of the Constitution of the Republic of Belarus. The author analyses relevant approaches existing in the legal doctrine of the USSR, the Russian Federation and the Republic of Belarus. It is noted that the right to housing is a subjective individual right within the state and legal (constitutional) relationship, and therefore the content of this constitutional right should cover only those powers (rights), which reflect its true constitutional and legal essence. Specific housing rights should depend on the content of the fundamental right to housing.

Svetlana I. Makarevich. The Legal Regulation Regarding Individual Housing Rights in Housebreaking

The author of the article discusses various aspects of individual housing rights provided by the Constitution in housebreaking. She sets forth the considerations regarding the exercise of housing rights in housebreaking when the citizens have the right of ownership. The author also makes a problem analysis of the practical end when the owner has to opt for certain compensation for his property due to the seizure of land for public use. The author points out the relevant approaches in the legal positions of the constitutional courts of the Republic of Belarus, the Russian Federation and the Republic of Latvia. She also addresses the influence of public opinion on the regulation of housing relations with a view to ensure the individual housing rights provided by the Constitution of the Republic of Belarus.
