Anatoly G. Tikovenko. Perfect Legislation as the Most Important Basis of Constitutional Legality
The article deals with some of the shortcomings of current legislation and contains suggestions for its improvement in terms of economic liberalisation. Particular attention is paid to covering the activities of the Constitutional Court, the value of its annual messages on the constitutional legality to improve legislation, law-making practice. Significant part in the article is given to the analysis of the law, improving its quality and prestige in a system of normative legal acts.

The author analyses the provisions of the Constitution of the Republic of Belarus on taxation, issues of implementation of constitutional rules and principles in the tax legislation of the Republic of Belarus and also sets forth the legal positions of the Constitutional Court regarding the interpretation of constitutional norms and principles of tax legislation.
Valentina V. Podgrusha. Particularities of Judicial Discretion in Constitutional Proceedings
The author of the article analyses common approaches to judicial discretion as an element of law-enforcement, some features inherent in the discretion of the courts of general jurisdiction and the main characteristics of judicial discretion in constitutional court proceedings. The author gives as examples certain decisions of the Constitutional Court of the Republic of Belarus and the Constitutional Court of the Russian Federation, which characterise the content and direction of judicial discretion in the sphere of constitutional justice. The author points out the possibility of a change of judicial discretion through the Constitutional Court legal positions that diverge from the previously expressed positions and emphasises the similarity of such approaches to international practice, in particular the case-law of the European Court of Human Rights, etc.
Lyudmila O. Murashko. On Axiological Concept of the Law-making
On the ground of value conditionality of law the author analyses the influence of values on law-making. In her opinion social values play a key role in law-making process. Value is a particular spiritual phenomenon related to ideal dimension, which stands as a tribute, a model in public conscience. The values determined by historical development of a given society incarnate the common sense of a tribute, fairness, humanity, which are the aim of current systems of social regulation, including law.
