The Constitutional Court of the Republic of Belarus refused to initiate proceedings on the constitutionality of Article 13.12 and paragraph 2 of Part 2 of Article 13.16 of the Procedural and Executive Code of the Republic of Belarus on Administrative Offences on the constitutional complaint of V.A.
