Chairman of the Constitutional Court of the Republic of Belarus Siarhei Sivets

Born in 1973 in Minsk.

In 1995 he graduated from Graduated from the Law Faculty of the Belarusian State University.

Candidate of Legal Sciences (1999), Associate Professor (2003).

From 1998 to 2008 he held various positions at the Belarusian State University, from lecturer at the Constitutional Law Department of the Law Faculty to Deputy Director for Academic and Research Work at the BSU State Institute of Management and Social Technologies.

Since 2008, he worked as Deputy Director of the National Center for Legislation and Legal Research of the Republic of Belarus – Head of the Legal Research Institute.

Since 2019, he chaired the Standing Commission of the Council of the Republic of the National Assembly of the Republic of Belarus of the seventh convocation for Legislation and State Administration. Since 2024, he chaired the Standing Commission of the Council of the Republic of the National Assembly of the Republic of Belarus of the eighth convocation on Education, Science, Culture and Social Development.

On 24 April 2024 he was elected a member of the Presidium of the All-Belarusian People's Assembly.

On 19 December 2025 he was elected as a Judge and Chairman of the Constitutional Court of the Republic of Belarus by the All-Belarusian People's Assembly.

Author of more than 120 scientific publications in the fields of constitutional law, theory and history of state and law, administrative law, social security law, and public international law.

He bears the highest qualification class of the 1st rank.

Awarded with the medal “For Labour Merits” and the anniversary medal “30 Years of the Interparliamentary Assembly of the Commonwealth of Independent States”, honorary diplomas of the Administration of the President of the Republic of Belarus, the National Assembly of the Republic of Belarus, the National Center for Legislation and Legal Research of the Republic of Belarus, the Ministry of Education of the Republic of Belarus, and the Council of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States.
