Born in 1952 in the city of Minsk.

In 1974 graduated from the Law Faculty of the Belarusian State University.

1975−1992 − a lawyer, senior lawyer in towns of Akhtubinsk, Khmelnitsky, Leninakan, Ahalkalaki, Rzhev.

1993−1997 − a chief specialist, Deputy Head of the Department – Head of the Division of General Market and Ecology Legislation, Head of the Department of Economic Legislation of the Ministry of Justice of the Republic of Belarus.

From June 1997 till December 1997 – Head of the Department of Normative and Legal Work of Joint-Stock Savings Bank Belarusbank.

1997–1998 – Head of the Department of State and Social Development Legislation of the Ministry of Justice of the Republic of Belarus.

1998–2001 – Deputy Minister of Justice of the Republic of Belarus.

In 2001 was transferred to the post of the Head of the Main State Legal Department of the Administration of the President of the Republic of Belarus.

Since February 2008 − Judge of the Constitutional Court of the Republic of Belarus.

Since February 2012 till February 2017 – Deputy Chairwoman of the Constitutional Court of the Republic of Belarus.

Since 2013 till 2017 − Representative of the Republic of Belarus in the European Commission for Democracy through Law (Venice Commission).

Author of a number of publications. Participated in the drafting of laws and other normative legal acts.

Has the highest qualification class. Awarded with the Medal “For Labour Merits” (2006).
